Adaptation

Qatar's Intended Nationally Determined Contribution intends to deliver on adaptation through the Qatar National Vision 2030 whose efforts are initiated to place the country's resource management on a sustainable path for future generations. Key among this strategy are the initiatives undertaken in the sector related to water management and places great importance on water conservation measures. Priority adaptation sectors include water resources, infrastructure, transport, waste, capacity building and knowledge transfer.

This section helps you grasp key national adaptation policies and reports, explore adaptation options for key sectors, and understand current adaptation gaps and needs.

Adaptation Options for Key Sectors

  • Increase monitoring and assessment of groundwater resources.
  • Diversify crops grown to new varieties with lower water demands and more adaptable to drought conditions and short growing seasons.
  • Integrate water management to strengthen demand management.
  • Increase water-use efficiency by implementing water conservation methods, such as drip irrigation.
  • Replace irrigation methods that involve flooding fields with high losses from evaporation with drip irrigation systems, which use much less water.
  • Establish artificial groundwater recharge.
  • Implement sustainable use of groundwater resources and reverse sand creep on agricultural lands.
  • Increase water-use efficiency by shifting from surface irrigation techniques to sprinkler and localized irrigation.
  • Use modern irrigation techniques.
  • Implement water schemes to increase the efficiency of the combined-cycle water cogeneration process.
  • Develop water demand-side management schemes for the residential and commercial sectors.
  • Diversify into other sectors, such as real estate, building and construction, finance and manufacturing industries, to reduce the dependency on oil exports.
  • Diversify the energy sector by expanding liquefied natural gas (LNG) facilities, setting up gas to liquid (GTL) projects, developing the petrochemical industry and developing non-metallic and metallic industries.
  • Improve energy efficiency by implementing better building codes.
  • Enhance public awareness and education programs about energy consumption and preservation through mass media/publications.
  • Integrate operations to improve energy efficiency along the supply chain through the development of energy management programs that include upgrading operating and maintenance procedures and practices.
  • Implement legislation and coastal management plans that take into account vulnerability to projected sea level rise.
  • Assess projected impacts of sea level rise on marine resources and develop mechanisms to protect coastal resources.
  • Establish strong institutional systems for monitoring coastal indicators, identifying and assessing, in particular, land subsidence in coastal areas.
  • Carry out proactive planning and strategic environmental assessment (SEA) for future development plans that take sea level rise into account.
  • Build strong early warning systems and contingency plans against extreme storm surges.
  • Improve awareness concerning impacts.

Gaps and Needs

  • Develop scenarios for future changes on climate specific to Qatar for better estimations of vulnerability and adaptation.
  • Research in the development of vulnerability and adaptation mechanisms.
  • Research in macroeconomic modelling to assess the impacts of policies and measures.
  • Raise awareness in climate change issues among all sectors and individuals of society, including policy makers, civil society and industry.
  • Enhance participatory activities with international global observation systems.
  • Improve data collection and sharing for analysis capacity among concerned government bodies.
  • Capacity building to develop insurance programs for climate change risks.
  • Enhance participatory activities with international observation systems to improve local tools and methods for research on climate change and its impacts on the people of Qatar.
  • Develop greenhouse gas monitoring and accounting with the aim of improving the national inventories.
